DEVELOPMENT/MAINTENANCE OF RURAL INFRASTRUCTURE:

 Rural Infrastructure Maintenance under Food for Work Project:

  • During dry season Rural Infrastructure Maintenance programme being taken up under Food for Work Project. Excavation-Excavation of Pond, canal, Construction and maintenance of Road, road embankment damaged by disaster, improving draining system for improving water logging during rainy season. Earth work in educational institutes, fields etc.
  • Construction of pipe culvert, Palaciding, Brick soling, Maintenance of bridge approach.
  • Under every maintenance activitiefss tree plantation being continue to encourage government community based aforestation programme like fruits, vegetation and herbal trees being implant.
  • Submerged road, Embankment, Cross embankment, river ghat etc at coastal areas
  • Maintenance of Haor(Open Water Bodies), Baor, canal, pond Coastal embankment, road

 

All maintenance works under Upazila village infrastructure and maintenance taken up for three years by committee. Upazila Nirbahi Oficer is the chairman of the committee. Projects implementation period form 1 November to 15 April of each fiscal year.

 Working Area: 

a)      Prepare priority-wise Projects/Schemes list submitted by Ward Commissioner (Upazila Level) and forwarding   to Upazila Steering Committee (rural infrastructure development and maintenance) for approval.

Project Implementation Committee(PIC):  Project Implementation Committee consisted of 5-7 members including chairman fromrespective UP/Pourasha/City Corporation.Committee submit agenda of meeting/workshop to concern authority. Regardless UP Chairman/War commissioner, a school teacher (Non-govt.), member of village govt. Imam of village mosque is also included. One women member of UP become member of committee when three project up to pipeline to be implemented.  Project Selection and Finalizing:Following activities taken up under rural infrastructure maintenance;  

  1. Embankment and road maintenanceImprovement/Maintenance of Drainage System, Excavation of drainage/sewerage systemTree PlantationDevelopment /Maintenance of School, College, Madarasa, Mashjid, Temple, Church, Mondir,Orphanage and public places Improvement of Environment and Sanitation Construction of wooden/Bamboo Bridge in disaster period
  2. Construction of small RCC pipe culvert

 FOOD FOR WORK (Formulating Bridge/Culvert project):Ministry engaged in construction and maintenance of road, embankment works since 1975. Form 1989-1990 around 225000 miles rural earthen road constructecd under food for work. Unfortunately lack of sufficient bridges/culverts proper communication hampered due to natural calamities. To overcome the situation with the support from donor agencies construction and maintenance works being lunched from 1982-83 and around 10374 bridge/culvert below the length of 40 feet and 970     bridge/culvert above the length of 40 feet so far has been constructed.  But there are lots of bridge/culvert still has to be constructed to improve better communication.  Executive Committee of National Economic Council issues an  order to Department  of Relief and Rehabilitation  to construct feet bridge/culvert so far to date project covers 445 Upazil. Construction Works: Earthen Works; including Road, Embankment, Manual Compaction, Leveling, Dressing, Cambering, Turffing, Irrigation, Tree Plantation, Pond, drainage & canal digging   Preparing Bridge/Culvert project:

  • Project being initially selected by Upazila Nirbahi Officer in consultation with project implementation committee and local MP. Department of relief and rehabilitation issues an order early in fiscal year to Upazila Nirbahi Officer and project implementation committee to submit project details on pipeline to be implemented. After submitting of final projects proposal engineers of Department of relief and rehabilitation design and estimate of brides/culvert , infrastructures The proposed Project components like Brides/culvert, infrastructures construction site being sleeted at road network already constructed under Food for Work programme. To improve proper transportation facilities all roads being connected to national network. Upazila Project Implementation committee conduct survey on different components of road, canal  to prepare design and estimation to finalize.Project design assistance comes form design manual of DRR , CARE Bangladesh, District Rate Schedule of Local LGED offices.A Committee convened by Upazila Nirbahi Officer in cooperation the members e.g. Sub-Aassiant Engineer of Public Health, Education, LGED and PIO as member secretary look out project formulation and implementation task.
  • Priority wise project being selected by UNO and submitted to committee for approval.  After approved by local committee final list being submitted to Director/Director General of DRR   by July 30.

 Preparing Estimation of designed Project for approval:

  • Bridge/Culvert engineers of DDR prepare detail design and estimation after receiving proposal from Upazila/Pourashava. Engineers visit field level to verify in case of insufficient data.     Reviewing, readjustment and modification of design and estimation of submitted project being finally approved by  DRR .
  • Project formulation and selection task from field level has to be completed by July 30. DRR approve project design with in August-July of every fiscal year. Procurement notice being published by November 15. Every construction/Reconstruction works being completed by March 15.

 Project Implementation:

  • Upazila Project Implementation Committee publish procument notice to national dailies in order to invite procurement document to select bidder as per public procurement regulation, 2003.
  • Committee Prepare comparative statement and evaluate of participated bidders. Finally select bidder for assigning works.

 

Monitoring & Evaluation:Upazila Project Implementation Officer(PIO) regularly visit construction sites and maintain inventory,  document and progress report, Procurement details, estimation, Bills of bidders, progress to date, testing quality and quantity of works etc. Bridge engineer examine basement work, piling, palaciding, rod binding cementing works.  Upazila Nirbahi Officer, PIO and Bridge Engineer with a joint team visit every construction sites and ensure quality works and time completing works. Finally evaluation being carried out by  Officers form Ministry of Food and Disaster management , Director/Dy. Director of DRR, Executive Engineer, Deputy Commissioner, and DRRO.
