DEVELOPMENT/MAINTENANCE OF RURAL
INFRASTRUCTURE:
Rural Infrastructure
development under Test Relief Programme:
a) Government
allocated food grain under test relief for maintenance
of rural infrastructure during monsoon. All
projects/maintenance activities has to be completed
July 1-November 30 in each year, however government
can extend period on the basis of status. The
objectives of the programme is to create employment
opportunities for destitute peoples during monsoon.
b) Ministry
of Food & Disaster Management allocate overall
relief for maintenance activities rural infrastructure
Upazila / City corporation / Pourashava
on the basis of 30% for overall damage/victims
and 70% for size of population.
c) Upazila
Nirbahi Officer (UNO) /
Mayor of City Corporation then re-distribute
allocated relief to Union/ Pourashava/ Ward’s
under city corporation on the basis same priority
like 30
% for overall
damage/victims by disaster and 70% for
size of population. Immediately after receiving
allocation, Union Parisad (UP) Chairman/ Ward
Commissioner (Pourashava) formulate schemes/projects
and submit within 7 working days to “Upazila/Grameen(Village) infrastructure
development & maintenance committee” headed
by Upazila Nirbahi Officer(UNO)/Pourashava Chairman
. Similarly Pourashava(City Corporation) submit
project through ward commissioner approved by
Mayor to Zila Grameen infrastructure development & maintenance committee.
d)
Upazila/Grameen(Village)
infrastructure development & maintenance
committee (headed by Upazila Nirbahi Officer/Pourashava
Chairman) finalized
projects/schemes sitting
with local M.P. Overall projects,
relief allocation from Ministry to committee
at last end for finalization took only 15 days
and for city corporation took 10 days to finalize.

Area of Activities :
a)
Committee revise and approve all schemes/project for
rural infrastructure development and maintenance
at Upazila and Pourashava/City corporation
level
b)
Monitoring
all schemes/project
c)
After
completion of schemes/project, Committee submit
project completion report to Member Secretary,
head office of the department of relief and
rehabilitation.
d)

organize meeting twice a year.

Project Implementation Committee:
Project Implementation
Committee consisted of 5-7 members including
chairman from respective UP/Pourasha/City Corporation.
Committee submit agenda of meeting/workshop
to concern authority. Regardless UP Chairman/War
commissioner, a school teacher(Non-govt.), member
of village govt. Imam of village mosque is also
included. One women member of UP became member
of committee when three project up to pipeline
to be implemented.
Project Selection and Finalizing :
Following
activities taken up under rural infrastructure
maintenance ;
- Embankment and road maintenance
- Improvement/Maintenance
of Drainage System, Excavation of drainage/sewerage
system
- Tree Plantation
- Development /Maintenance
School, college, Madarasa, Mashjid, Temple,
Church, Mondir, Orphanage and public places
- Improvement of Environment
and Sanitation
- Construction of wooden/Bamboo
Bridge in disaster period
- Construction of small RCC
pipe culvert
